Why Workplace Peer Support Programs Fizzle

And How Head Strong’s Four Pillars of Workplace Peer Support can help keep your program alive.

If you caught my earlier blog – Workplace Peer Support: A Secret Weapon for Safer, Stronger Teams – you’ll know that here at Head Strong Workplaces we are huge advocates for peer support done well. Workplace peer support programs can be absolute gold for culture and early intervention, and an important piece of the puzzle for psychosocial risk management. They’re practical, human, and surprisingly powerful.

But I’ve also had conversations with a number of organisations over time who tried to implement a peer support program…only to watch it fizzle out. No drama, no explosion, no catastrophic failure – it just slowly…drifted off.

Great intentions. Maybe some lovely posters. A bit of initial buzz.
And then? Pffft. Silence.

When we dig into what happened, the culprit is almost always the same:
A lack of governance.

Peer support doesn’t fall apart because people stop caring. It falls apart because no one has set up the systems to keep it upright. Which is the point Phoenix Australia (the Australian Centre for Posttraumatic Mental Health) makes clear in their Peer Support Guidelines.

So let’s talk about what “good governance” actually looks like by talking through Head Strong’s Four Pillars of Peer Program Governance™ – a simple, practical framework to help organisations build peer support programs that work well and stay well.

The Four Pillars of Peer Program Governance™

Pillar 1: Clarity & Coordination

A clear mandate, clear boundaries – and a clearly named owner.

Workplace peer support programs don’t fall apart because of lack of goodwill. They fall apart because no one really knows:

  • What the program is
  • What it isn’t
  • Who’s running it
  • Where it sits in the organisation
  • What the rules, limits and expectations are

A sustainable program begins with:

  • A simple, accessible charter or policy statement that spells out purpose, scope and boundaries
  • Clear confidentiality limits that don’t promise the impossible
  • Defined roles (including a program coordinator)
  • Strong linkage to your workplace wellbeing and/or psychosocial risk management approach
  • Organisational endorsement and visibility

When organisations skip this, peer supporters end up improvising; leaders don’t know when to refer; and the program becomes a lovely idea no one can quite explain.

Pillar 2: Capability & Confidence

Right people, right skills, right from the start.

Passion is brilliant – but peer support programs collapse quickly if they rely on enthusiasm alone. A capable, confident peer program requires:

  • A structured, merit based selection process
  • Peer supporters who are respected and representative of the workforce
  • Competency linked training (listening, boundaries, risk recognition, referral pathways, MHFA/PFA, workplace Mental Health First Aid training)
  • Assessment before peers start the role
  • Regular refreshers to maintain confidence
  • A coordinator who keeps the wheels turning

This pillar ensures peer supporters aren’t thrown into the deep end, feeling unsure or unsafe, and that their role has the backbone it needs.

Pillar 3: Safety & Supervision

Support for the supporters, with clinical backup when it counts.

Being a peer supporter is meaningful, but it can be emotionally taxing, especially in workplaces where stress, trauma or tough conversations are part of the landscape. A well governed program protects the peer supporters by ensuring:

  • Formal supervision (or coaching sessions), ideally quarterly
  • Ad hoc access to a mental health professional for tricky situations
  • Clear escalation pathways for risk or complexity
  • Defined limits (e.g., no ongoing ‘counselling’)
  • Recognition and wellbeing support

Without this pillar, peer supporters burn out, overstep, under report risk, or gradually withdraw – and the program quietly collapses.

Pillar 4: Evaluation & Evolution

Measure, learn, improve – repeat.

Even the most beautifully designed program needs maintenance and rhythm. Sustainability is not a one off achievement; it’s a habit. Strong programs have:

  • A simple utilisation and feedback process
  • An annual self review
  • Periodic independent evaluation (every 2–4 years is ideal)
  • Regular comms and visibility
  • Integration into induction, wellbeing activities and BAU
  • Adjustments based on what’s actually happening for staff

Governance isn’t about paperwork – it’s about ensuring the program keeps pace with organisational change and real world needs, supported by regular review, feedback, and ongoing workplace training.

So… Why Do Workplace Peer Support Programs Fizzle?

Because when these pillars aren’t in place:

  • Nobody owns the program
  • Peer Supporters aren’t confident
  • Peer Supporters carry or do too much – or too little
  • Leaders forget it exists
  • Risk slips through the cracks
  • Momentum fades

It’s not that the concept was flawed.

It’s that the scaffolding wasn’t there.

But here’s the good news – every one of these gaps is fixable.

If You Want a Peer Support Program That Lasts – Build from the Pillars Up

A small amount of governance goes a very long way. Once the Four Pillars are in place, everything else becomes easier: training lands better, staff trust the program, leaders use it as intended, and peer supporters feel safe and valued.

If you’re planning a new peer program – or want to rescue one that’s quietly stalled – we’d love to help you build or strengthen these governance foundations.
